The state of Delaware now allows 16 years old to get a learners permit. They must pass the usual vision test and comply with the guardian requirement for anyone bellow 18. Delware requires applicants to enrol in a public or private drivers education during the duration of the learners permit. New drivers need to check the number of hours required before the wheel before upgrading their permits.
